Incumbent Mayor David Kaptain will face three challengers in November's municipal election after the filing deadline passed Friday, producing the most competitive mayoral field Elgin has seen in 16 years.
Challenging Kaptain are: Councilwoman Rosa Santana, 44, a small business owner and 8-year council veteran who has been critical of the city's downtown development spending; former City Administrator Greg Nolan, 58, who led Elgin's operations from 2011 to 2019; and community activist Marcus Thibodeau, 36, a first-time candidate focused on police accountability and affordable housing.
